April 17, 2011 ( www.fuerzasmilitares.org ) .- The Colombian daily El Tiempo has published a series of complaints which show complicated situations in the recruitment of the Army. Mainly reveals the failure of private contracts for strategic defense and national security, but also questions the suitability of contractors, putting attention on the possible responsibilities of the Army, and shows the possibility of extreme incompetence or corruption by some officials with decision-making.
In this note we present the failure of the company Multi Mecanic Center, which was tasked to develop a prototype of a lightweight all-terrain vehicle, capable of bearing arms even an anti-tank missile. For this he turned an advance of 285 million pesos, with a commitment to deliver the prototype in October 2010. Today, six months later, the company only has to show some metal skeletons are supposed to be the basis on which to build vehicles.
The company received three extensions of the National Army, now the Technical Committee just conceptualize that the contract does not move and is evaluating whether are declared non-compliance. But those who have to evaluate is our officers of the Technical Committee, which did not take into account other national developments in this area, including some developed within the same institution. Instead they allowed the delivery of 285 million dollars to a company that no one has heard, which has poor facilities, and limited by their design capabilities, copy the essence of the Argentine-Brazilian vehicle "Gaucho", as shown above left on the board of the next image.
El Gaucho is a light air-transportable vehicle, jointly developed by the armies of Argentina and Brazil to help develop its domestic industry, while taking steps in the direction of the standardization of equipment for future operations in the framework of MERCOSUR.

Here we have two vehicles developed by Army personnel with extensive experience in the maintenance of vehicles of all types, who know what they needed troops, vehicles that were tested in all of land and demonstrated their abilities fully. The project VTLM-1 even includes the development of various versions using a modular technology, not has been developed for lack of funds, but to someone thought it was a good idea to hire a private company to develop from scratch a prototype to do the same as these two, and gave him an advance of 285 million weights, is this consistent with good management of resources, resources that come from taxes all Colombians provide?, seems not.
